Spokane St Bridge / Duwamish mouth Open for fishing?

Hi all. New member here and a beginner.
Wondering if the Spokane St Bridge (also called West Seattle Trail bridge) pier open for fishing? I have been hearing that some people have started fishing there but the folks at Outdoor Emporium told me that it isn't open yet.

If and when the Spokane bridge opens just take note that it is combat fishing at the least. Its best if you speak a few languages. Make sure you have a ring net. Some guys have ring nets but I prefer my own gear. You'll have snaggers and lots of them.

This is part of Area 10. Area 10 is closed to all salmon fishing until 11/1 (according to the regs). It appears to be open for other types of fishing.

Not open for salmon right now. I actually reported a few snaggers last time I drove by there. Whoever is fishing that pier for salmon is doing so illegally
