The freezing kills the nasties that start to grow in fresh water. I know some folks (not restaurants) that do use river eggs but only from the freshest fish that still have live sea lice on them. I'm really picky and only eat salt water caught salmon.

That's interesting about carp roe and the other species. Do you have to catch them close to the spawn or can you use the undeveloped roe? I've been fishing for the carp around my place lately and I know they are all post spawn now and haven't kept any.
