Somewhere around 1:40sec, he passes just feet above the ground, and a Camera man feels the need to dive out of the way. The flight looks to pass under the floating balloons.

I am guessing jumping out of a plane with the suit and a parachute. Instead of free falling, gliding along until reaching the same altitude as for free fall chute deployment.
